As suggested in #1267, uses %7 for this in chatformat and channel mogrifiers- it's silent if used with a quiet @cemit, otherwise noisy. Also sets %6 to the say string for all mogrifiers, not just format because why not.

The help for this should specify that %7 is a list containing silent or noisy, so we can expand it in future if we wish without having everyone complain they're using strmatch(%7,noisy) on it.
