This commit moves every single crate in the workspace into the `crates/` subdirectory, and organizes the contents of that directory into categories.

Matches changes for crate reorg in the Penumbra repo [0]. Notably this doesn't get us a working build, but it's certainly closer. [0] penumbra-zone/penumbra#2616
