Increases galileo's initial allocation of test_usd: 1,000 -> 10,000,000 so it can throw coins from the faucet. Looks like the greater allocations were reduced in e6149bf, presumably inadvertently. Refs #2703. Regenerated the 055-io testnet data after making this change, so the forthcoming testnet will have the new setup.
