A few changes beyond the usual "new-testnet": * updates address for @conorsch * added allocation for @cronokirby * added allocation for @grod220 * updated historical discord allocations * increased team allocations for `test_usd` 1k -> 500k The last change enables anyone performing a release to open a large position on the new testnet with: pcli tx lp replicate xyk penumbra:test_usd 20000penumbra --current-price 20 which requires at least 400000test_usd. Refs #2888.
