Package pscheduler-test-netreach and pscheduler-tool-nmapreach for Debian #891

pscheduler-test-netreach and pscheduler-tool-nmapreach are currently not packaged for Debian/Ubuntu.

They then needs to be added to the pscheduler-bundle-extras package.

Debian packaging: pscheduler-archiver-kafka, pscheduler-test-netreach,
pscheduler-tool-nmapreach. Refs #891 & ##892
And correcting a few paths in copyright files.
