pscheduler should connect to localhost instead of 127.0.0.1 #940

At least on Debian. The default postgresql setup on Debian is to listen on localhost but pscheduler is to connect on 127.0.0.1. So if there is an /etc/hosts mismatch for the localhost entry, pscheduler will not be able to connect to postgresql.

As this problem happened on a host managed by our Ansible roles, we should make sure the perfsonar-testpoint role doesn't make any change that might conflict with this.

The best solution would be to make pscheduler connect to postgres using the local socket and not TCP.
