As a user running PhotoPrism under a custom user ID, a virtual home directory must be defined so that commands that expect a writable home directory - such as darktable-cli - do not fail.

Creates accounts to run PhotoPrism under a custom user ID. Also adds
them to the video and render groups, which might help to access hardware
transcoding devices.
