Auth: Allow short initial passwords to avoid login problems

Existing users might otherwise have problems logging in after this change:

• Auth: Increase minimum password length from 4 to 8 characters #2248

New passwords must contain at least 8 characters. This is currently only checked in the user interface so that shorter passwords can be used for initialization.
