As a user with many deleted or modified files, I would like to perform an index and cache cleanup from the user interface to permanently delete database records and thumbnails.

For Admins, an additional checkbox will be available on the Library > Index page. Since cleanup is not necessary when adding files and should not be used when files are only temporarily missing, it will not be enabled by default.
