UX: Redesign photo edit dialog to be more mobile and user-friendly

Hi there, thanks for the work. I just updated to preview to see the new UI adjustments.

I assume the following is related to this change. I often work though the "faces:new" list (which is also hidden a bit more post-update)

The main reason I'm posting is the following:

I cannot name the second face when in the "People" tab. There is no way for me to scroll down to it.

I am on a Pixel 6 Pro using Firefox 135.0 on Android.

@Simon-Campbell We've added a new issue for replacing the current "pull to refresh" implementation, which tends to interfere with modal dialogs (the countermeasure eventually broke touch events in the edit dialog, as you noticed):

Note that there are new preview builds available that have the pull-to-refresh feature temporarily disabled, so touch scrolling in the edit dialog should work again:

I can confirm the latest preview build is working much better and has eliminated this issue. Thank you very much!
