Motion Photos: Extraction and playback of videos from HEIF files is broken

For some samsung motion photos the video extraction is broken since release https://docs.photoprism.app/release-notes/#february-23-2025

Steps to reproduce:

1. Index for example https://dl.photoprism.app/samples/Brands/Samsung/Samsung%20Galaxy%20S20%20FE/
2. Try to play the motion photo

Expected behaviour:
The video portion of the motion photo must be played

Current behaviour:
A still image is dislayed (maybe the first frame)
