While working on https://bugs.php.net/66836 (the datetime parser doesn't accept negative *nix timestamps), I've found this commit which seems to solve the problem. However, while parse_date.re has been modified, parse_date.c has not, and apparently at least the Windows distribution of PHP 7.0.7 still uses the old parse_date.c. There seems to be something wrong.

Hmm, you are right. I really wish we didn't commit these .c files, but instead have "make release" do that instead. I've fixed in now.
