extension-maintainers.md should probably mention something about package.xml

I'm guessing it is not used. In particular versions need to be tagged on github rather than having versions be listed the package.xml.

When there are zero tags, the error message would be more understandable if it said 'no tags'.

Hmm; I'm not sure if we're able to get any more concise information from Composer (since it is actually Composer telling us that). I'll ask 👍

Packages don't necessarily come from tags, they could be defined inline, or be served by a package repo of some kind, etc.. So we cannot be more specific here without being also more confusing in some cases. https://packagist.org/packages/danack/fnbind has some dev-main and dev-development versions, so if you want those you need to install using danack/fnbind:@dev that should work.

Yep ok I'll add a little note about package.xml being redundant for PIE 👍

And yeah, for no tags situation, you'd need to use dev stability

For an extension already in PECL, the package.xml is no longer needed if
you no longer want to publish to PECL. If you want to keep publishing to
PECL for now, then you can keep package.xml maintained.
