Responsive-twig Reports - Errors/Markers/Depracated icons are broken on IE #1073

In the generated documentation using responsive-twig, the href for any of the reports icons, is empty.
While this works for most browsers (reloads current page), it is invalid and causes weird behaviour on IE, opening the System file browser.

Fix suggestion:
either set which works for IE as well as others, but adds '?' at the end of the url in others,
or specify the file name for each of the three, e.g.

I didn't check other templates because they use xsl which has it's own issues on Win

Interesting how IE causes such specific issues; this should be fixed

@itayf this issue should be fixed in phpDocumentor 2.4, which I am going to release tomorrow

Tested also under windows and fixes #1073 - for Zend Optimizer+ there is no option left than throw an exception because zend_optimizerplus.save_comments and zend_optimizerplus.enable are PHP_INI_SYSTEM settings.
