Used the WiX installer from https://github.com/xoofx/PHPManager and revised it to support edge cases,

Windows 7 without .NET Framework 4.x.
Windows 10 without .NET Framework 3.5 SP1.

Also added proper .NET Framework check and IIS check.

Ship this new installer in 2.0 Beta 2.
