create_release should only generate signatures for the current release #13885

When generating multiple releases (such as is the case when we support multiple branches at once), the create_release script will attempt to re-sign the old files with GPG. This probably isn't a problem, but most of the rest of the operations we perform are on the specific files generated by the release specified as the command-line option. We probably should limit the signing and hash signature generation in the same way.
