Log full process environment details in the log file #1021

When the application fails to start, Phusion Passenger displays a detailed error page with a lot of information, such as the UID and GID, environment variables, etc. However the log file does not get this treatment, and information in the log file is quite sparse in comparison. Phusion Passenger should log more information to the log file so that people don't have to read the error page. The error page may even be disabled.

The easiest solution is to just split the error page generation code in RequestHandler to its own function or class, and then use that in the Spawner to generate and save an error page on disk whenever a spawn exception occurs.
