When abroad, wireless network access is often expensive, but some places like cafés offer free wifi. So it must be possible to download newest data at the free wifi and then browse offline, compose answers, replies and new messages on the go and only have them posted later when another non-expensive network becomes available.
To implement this, a service needs to be created that talks with the server(s). The application front end would submit requests to the service that sends them to the servers. ( The service-branch in git already has an initial service that pulls data from Twitter and stores it in the DB ).
The server would also go out and fetch new data and store it in the database.
