[2FA] Code request when inspecting a user which has 2FA enabled (as admin) #4397

Bug Report

When using the "Login as this User in a different browser" button on a user which has 2FA enabled, you're being requested to enter the 2FA code from the user you want to login as.

Expected behavior

As admin you should be able to login with whatever account you like (independent if the account has 2FA enabled or not).

Actual behavior

Pimcore asks for the 2FA code from the user.

Steps to reproduce

  1. Login into Pimcore with an admin account
  2. Go to Settings -> Users/Roles -> Users
  3. Open a User which has 2FA enabled and open the URL which is displayed when clicking the "Login as this User in a different browser"-button
