PMS5003 will throw ReadTimeoutErrors forever if we don't sleep for some arbitrary time before reading it for the first time.

One second seems to be enough, and that is in line with the value in examples/particulates.py

Thanks for taking the time to raise a PR with the fix. I'll review it as soon as I can. I wonder why the PMS5003 fails this way- I've made quite a few changes to the protocol implementation since first putting it together, but it never quite seems to iron out all the wrinkles.
