@Brianetta made a good point in 3701 about the starts points.

That one should be available for a hardcore start without anything but the bare ship, but with everything needed in system to get jump capable.

Barnard's star meets most of those requirements but with the #3701 change you'll be able to skip the autopilot requirement very quickly.

What we might need is a way of limiting what can be sold in a system using the CustomSystem interface (?) and of specifying what else will be available within the system.
