Request: Set-speed adjust keys also adjust low-thrust setting when set-speed not active #4304

As the set-speed adjustment up/down keys only are active when Set-Speed mode itself is active, it would be useful and intuitive if the same adjustment keys would be used to change the Low-Thrust setting up and down when Set-Speed is not active.

Ideally, when in Set-Speed mode, the Low-Thrust setting still could be adjusted during a manual thrust override burn. That would be the most intuitive behavior.

This would be useful especially for controller/joystick users, preventing them/us from needing to take our hands off the stick in order to change the low-thrust setting (as the set-speed controls (other than actually being able to activate it) are mapped to controller buttons), which usually needs to be done during delicate maneuvers when we can't really afford to be taking our hands off the stick.

(Of course, the option to map thrust output to a throttle axis and do away with a low-thrust button altogether would be nice too, but that's far more complicated to implement, I suspect.)
