Observed behaviour

Although the View Mode button at the top of the UI can be used to turn OFF the fly-by camera, it can not be used to turn ON the fly-by camera -- only the ALT-F1 key command can turn on the fly-by camera.

(For that matter, the fly-by camera seems to start right beside your ship, so "fly-by" is a bit of a misnomer; it's more of a "fly-away" camera. Ideally it should determine a position "ahead" (and slightly to the side) of your travel direction relative to your target, so that the camera sees you coming and going -- not just going. Obviously this side-note is more of a feature request and isn't so simple to implement, but it's worth considering.)

Expected behaviour

The fly-by camera should be one of the views in the toggle rotation selected through the View Mode button.

Steps to reproduce

Click the View Mode button a bunch of times and notice there's no fly-by view.

My pioneer version (and OS):
Compiled for Windows x64 from master on 7 February 2019.
