LiteDBStore.IterateStateReferences takes a long time #447

LiteDBStore.IterateStateReferences() method takes a long time when there are many state references. If you have 20000 blocks and all blocks have states, it will take about 0.5 seconds.

I guess it depends on the number of accounts rather than the block height?

I think it depends on the height of state references. Even if there is only one account(miner account), it slows down.
