Look for built-in library by name instead of PIO Registry #1654

There are some libraries in PIO Registry with the same name as built-in libraries (SD, WiFi). PIO should look for a library in built-in storage first. For example,

[env:foo]
platform = espressif8266
framework = arduino
lib_deps = FS
