portuguese.lbx says urlfrom = {{URL}{URL}}.

urlfrom in that case should be

{{disponível em}{disponível em}}

which is in line with what you expect in pt-PT, no abbreviation used. The rule is described in The Norma Portuguesa 405 (NP 405),, which is a close translation of the ISO 690.
