Add support for '.map' file extension #480

As a Dash developer, I find myself wanting (needing) to debug the inner workings of dash components and dash renderer -- since we bundle and uglify with webpack, that is difficult.

Adding support for '.map' extension support (with return type application/json) would allow dash components developers to expose source maps and have access to them at runtime.

After trying this out and talking a bit with @T4rk1n, we need to support dynamic file loading in order for maps not to be loaded / embedded automatically as a <script />.

I'll add a basic dynamic prop support in Dash and later we could add implicit dynamic loading for certain file types (always load css, js, font files by default / but not image, map, etc.). This could be done as part of #481 or as a follow up.
