Use of wpmu_new_blog #5369

When I create a new blog in a multi-site, a notice appears at the top of my screen:
Notice: wpmu_new_blog is deprecated since version 5.1.0! Use wp_insert_site instead. in C:\inetpub\\wp-includes\functions.php on line 4605

I have searched the entire codebase for my site and the only place the action is called is in the Pods plugin:

add_action( 'wpmu_new_blog', array( $this, 'new_blog' ), 10, 6 );

The WordPress description of this hook is:

This function runs when a user self-registers a new site as well as when a Super Admin creates a new site. Hook to {@see 'wpmu_new_blog'} for events that should affect all new sites.

Therefore, as the hook is called in in Pods' activate_install() function, I presume the notice was triggered when I cloned a blog.
