This adds a new library to the package called
ComposableCoreLocation, which provides a TCA-friendly wrapper toCLLocationManager. This allows you to access any ofCLLocationManager's functionality via effects, and react to its delegate methods via actions in your reducer. Even better, you can write tests for how your feature interacts with core location 🤓
