Support for Philips Hue (using phue library)

Since OpenRazer rejected adding Philips Hue, I would like to suggest adding support for it with phue. You can manage these in Razer Synapse so why not add it to Polychromatic?

The good news is that Polychromatic is becoming vendor agnostic, so it won't be tied specifically to OpenRazer. 👍 This seems like a good library to integrate.

Regarding the lack of "feature request option", there isn't an issue template for that at the moment. Once the new v1.0.0 version is launched (currently not ready for beta) then I'll review these.

Likewise, it's taken much longer then anticipated to develop the next version, so it may be some time before I get round to adding Philips Hue support. Of course, unless I'm beaten by a pull request. 🙂
