We need to use equivalently size borders between states in terminal. Otherwise we end up with the terminal window contents "jumping" up and down when the window is :backdrop'd or not. Fixes #217

#217 however creates a regression in the terminal. As you can see in the screenshot, there is a line running between the menubar and titlebar that should not be there.
We don't want borders on the top of the box, otherwise the border runs between the menubar and the titlebar
