Is your feature request related to a problem? Please describe.
Currently, Portainer requires an internet connection to activate licenses for extensions. This means the Portainer extensions cannot be used inside secure environments where internet access is not available such as corporate IT environments where users wish to use Portainer only as an internal tool.

Describe the solution you'd like
Add the ability to activate extensions offline.
