load `defaults.ini` cause File contains no section headers #476

isso seems to consider defaults.ini as default isso.conf that causes following erorr.

configparser.MissingSectionHeaderError: File contains no section headers.
file: '/isso/lib/python3.7/site-packages/isso-0.10.7.dev0-py3.7.egg/isso/defaults.ini', line: 1

Copying a default isso.conf and replacing defaults.ini solves this problem.

There is also no use to specify ISSO_SETTINGS because isso will always load default.ini first.

Line 130 ensures that default.ini will be load first, so error will definitely happen if isso fails to load defaults.ini

Seems that this problem causes in Windows as Windows does not treat defaults.ini as symlink file.
