These are changes to make compatible with the latest Elemental trunk.
This required changing the include paths to the new elemental layout and
renaming ResizeTo to Resize. I ended up having some of Clique's
ResizeTo's changed to Resize's, but I do not think I caught them all.

Also the examples did not have NestedDissection ifdef'd for parmetis.
Since we are interested in building without parmetis, the ifdef's were
added.

Thanks! I am trying to get Elemental 0.83 out the door and was going to handle updating Clique myself, but I very much appreciate the contribution!

Great! FYI, I'm about to commit a fairly massive update to Elemental. It shouldn't effect the high-level interfaces, but it does further simplify DistMatrix (and fix a bug in a particular unaligned redistribution which has apparently been around for a while). This update should make it into 0.83.

This PR was accepted, but the external/elemental submodule has not been updated, so Clique currently fails to build.
