Hearkens back to the couple of days lost doing this: http://kizu514.com/blog/phpdbg-is-much-faster-than-xdebug-for-code-coverage/

Squinting hard, also noticing we are using PHPUnit 6 instead of 7. Is there a reason we are two PHPUnit versions behind? Maybe because we were supporting PHP 7.0? We don't anymore. PHP 7.1 is the minumum version now. We have a PR for PHPUnit 7 in waiting, but it's tied to a PHP 7.3 upgrade, unfortunately not happening right now. We could try upgrading PHPUnit to 7 and see if that helps.

We could try upgrading PHPUnit to 7 and see if that helps.

Tried to fix with:

#1746

Still got a PHP Fatal error: Out of memory
