build consistent global SASS partials method for compiling all themes #383

  • Themes are currently built in a hodgepodge of inconsistent methods and inconsistent CSS & SASS.
  • Make a standard procedure for building all themes, based on global and (editable) local SASS partials.
  • Make all SASS/CSS consistent in syntax & structure
