Query "FinalQueryInfoListener" is not always fired when a query is aborted or fails #11844

The FinalQueryInfoListener is critical to the lifecycle of queries in the Coordinator. Only once this event is fired, is the query available to be reaped from the system, and without the call back the coordinator will eventually run out of memory.
