Position rooms and questions with drag'n'drop

Both rooms and questions have a 'position' attribute that is used for ordering in display (first-vs-last in questions, left-to-right in rooms). Just exposing this attribute is horrible UI, the user should be able to order talks and rooms by using drag'n'drop in the list view.
