Provide information and uploads for speakers #348
Description
As an organizer, you may want to provide speakers with information regarding their arrival, the venue, the speaker's dinner, or all sorts of things, in a fixed location instead of via email. Providing such a place in the speaker frontend would be nice.

- Allow to decide if it's for all submitters, accepted speakers, or confirmed speakers
- Add file uploads
