    If we can't check if a rule is fixable or not, leave it turned on.
    
    If we find eslint 4.15.0 or later, use cliEngine's getRules, otherwise fallback to
    our set of known unfixable rules.

    In an attempt to simplify the config resolution code, especially for prettier,
    49b762b
    ended up borking eslint's ability to resolve the projects config file.
    
    I do believe this is a short coming in eslint's resolve config logic, as prettier was
    able to resolve a project's config file properly in the same scenario.
    
    Even though prettier worked as expected in this scenario I updated it's module
    to use the same pattern so we have similar logic thoughout the package.

    cliEngine's getRules did not get rules from plugins and
    this cause some serious problems as fixable rules were
    removed.
    
    This logic will be added again, after a refactoring in how cliEngine is required.

    ESLint have a weird behaviour that I would like to
    categorize as a bug, but it's not really a bug, in where
    using their API to get/create a config you get the
    globals property as an object but their `CLIEngine`
    class expects it to be an array.
    
    I now convert the property from an object to an array before using the options.

  2. fix: Properly remove unfixable rules for eslint

    - Use CLIEngine's getRules that makes sure all plugin's rules are included too
    - Ignore one branch in code coverage as there are no eslint rules that we can test with
    - Update some invalid tests
    - Remove Linter mock

    This was just removing the options and not actually stpping prettier
    from running twice.
