    Added pseudo anamorphic bloom, but it still needs work

     - Changed blur to use a 3x3 kernel instead of 5x5
     - Added vignette effect to Quad.FS blt shader
     - Added "Adder.FS" for doing a weighted additive blend of multiple textures
     - Added Bloom controls
     - Added NO_BLOOM and NO_ENV_MAP defines for disabling them
