add_neighbor_constraints fails for large connected_matrix objects #102

This is because it will convert a sparse matrix object into a regular matrix object in the argument checking code. Note that this bug does not affect the correctness of the add_neighbor_constraints function, or problems that utilise it - it just means that it uses more memory than it needs to when validating the argument to data is correct.
