Bug Report

Current Behavior

 app.on('issue_comment.created', async (context) => {
    app.log("HELLO PR")
    const issueComment = context.issue({ body: 'Thanks for opening this PR!' })
    await context.github.issues.createComment(issueComment)

I have this code.
I receive this webhook event

18:33:51.402Z DEBUG probot: Webhook received
  event: {
    "event": "issue_comment.created",
    "id": "ac5781e0-6788-11e9-9f68-1190ac421f8c",
    "installation": 862497,
    "repository": "PeopleNet/user-profile-tid"

But it never triggers the code.
Other events work fine and trigger code.

Expected behavior/code

issue_comment.created should trigger code looking for issue_comment.created
