Changes:
Continuing on from #5792 and #5764, this is further edits I'm making to the contributor docs. The first round of changes here are focused on completing the steward guidelines with the addition of the build process and the new CI based release process.
Any comments on any aspect of this work in progress is very welcomed and especially stewards should probably have a look to see if I missed anything. More edits will be coming soon and I'll document them as I push the new commits.
