Repeater insert before/after buttons do not expand new item

Short description of the issue

If a user adds a new repeater item with the "Add New" button then the new item is expanded ready for them to add content to, which is good. But if they use the "Insert new item before this one" or the "Insert new item after this one" the new item is not expanded, and the same applies if they hover either of these buttons and then click the new item to "keep" it. Anyone adding a new repeater item presumably wants to populate the fields of the item so the new item should always be expanded when adding.
