According to ISO 639-1 Belarusian have the two-letter code 'be'. http://en.wikipedia.org/wiki/List_of_ISO_639-1_codes

According to ISO 3166-1 Belarus have two-letter code "by". http://en.wikipedia.org/wiki/ISO_3166-1

As translation to language Belarusian, not to country Belarus, the "by" code is my mistake. The correсt code for translation to Belarusian is "be".

First two sections are translated.

There is some other country/language pare with different codes. As a Ukraine with "UA" for country and "UK" for language.

Ah, I see. You are right. But then you should also replace "by" by "be" in latex/config.yml too.
