Summary Title:

• Need to add manufacturing checks to uninitialized defaults tests (IDM-13.1).

Description:

• Noticed a couple of devices that claim to have a manufacturing date that's been similar to the SDK default.

Additional Info:

This is a follow-up issue to update IDM-13.1 test to include manufacturing data checks to make sure that they are different than SDK defaults. This was created as a follow-up to test plan PR 5710 from this comment [here[(https://github.com/CHIP-Specifications/chip-test-plans/pull/5710/files#r2546644004)
