Sticky sidebar prevents access to extended sidebar content

We need to figure out how to deal with the situation where the sidebar content, such as on a Collection Detail page, extends beyond the vertical viewport height (e.g., expanding the Terms & Conditions box). Since we're using a sticky sidebar the sidebar doesn't scroll to provide access to content that extends past the vertical viewport height.

Resolving this issue as part of a review of arclight 1.0.x. At present there are no sticky elements so this is no longer relevant.
