We should not fetch if the payload tells us it's for a branch we don't care about #251

If we're supposed to deploy branch foo and the payload tells us that branch bar was pushed, we should just ignore it (and not ever start the temporary deployment).

If the payload doesn't tell us the branch that was pushed, then we need to continue fetching unconditionally as we do today. But note that after we fix [250], this fetch will be a no op if the push was to a different branch, so it will be very quick.
