This code of conduct is simply copied from prometheus/prometheus.

I assume the same Code of Conduct applies here anyway, so this PR basically just adds clarification.

We don't list this in every repo of the Prometheus org, so I'm not sure we need to go to the effort of doing that in this org.

I'd assume that most people looking for a code of conduct in this project, wouldn't search for it in another project and instead just assume it doesn't exist.

That's why IMHO this should be clarified by explicitly providing a code of conduct file.

LGTM, I agree, we should probably propagate this to all the projects.

We could add this to the both that syncs the Makefile.common changes.
